The Shocking Truth About RA21: It's Made of People!

When librarian (and programmer) Chris Zagar wrote a modest URL-rewriting program almost 20 years ago, he expected the little IP authentication utility would be useful to libraries for a few years and would be quickly obsoleted by more sophisticated and powerful access technologies like Shibboleth. He started selling his program to other libraries for a pittance, naming this business "Useful Utilities", fully expecting that it would not disrupt his chosen profession of librarianship.

He was wrong. IP address authentication and EZProxy, now owned and managed by OCLC, are still the access management mainstays for libraries in the age of the internet. IP authentication allows for seamless access to licensed resources on a campus, while EZProxy allows off-campus users to log in just once to get similar access. Meanwhile, Shibboleth, OpenAthens and similar solutions remain feature-rich systems with clunky UIs and little mainstream adoption outside big rich publishers, big rich universities and the UK, even as more distributed identity technologies such as OAuth and OpenID have become ubiquitous thanks to Google, Facebook, Twitter etc.

So how long will the little engines that could keep chugging? Not long, if the folks at RA21 have their way. Here are some reasons why the EZProxy/IP authentication stack needs replacement:

  1. IP authentication imposes significant administrative burdens on both libraries and publishers. On the library side, EZProxy servers need a configuration file that knows about every publisher  supplying the library. It contains details about the publisher's website that the publisher itself is often unaware of! On the publisher side, every customer's IP address range must be accounted for and updated whenever changes occur. Fortunately, this administrative burden scales with the size of the publisher and the library, so small publishers and small institutions can (and do) implement IP authentication with minimal cost. (For example, I wrote a Django module that does it.)
     
  2. IP Addresses are losing their grounding in physical locations. As IP address space fills up, access at institutions increasingly uses dynamic IP addresses in local, non-public networks. Cloud access points and VPN tunnels are now common. This has caused publishers to blame IP address authentication for unauthorized use of licensed resources, such as that by Sci-Hub. IP address authentication will most likely get leakier and leakier.
     
  3. Men Monsters in the middle are dangerous, and the web is becoming less tolerant of them. EZProxy acts as a "Man Monitor in the Middle", intercepting web traffic and inserting content (rewritten links) into the stream. This is what spies and hackers do, and unfortunately the threat environment has become increasingly hostile. In response, publishers that care about user privacy and security have implemented website encryption (HTTPS) so that users can be sure that the content they see is the content they were sent.

    In this environment, EZProxy represents an increasingly attractive target for hackers. A compromised EZProxy server could be a potent attack vector into the systems of every user of a library's resources. We've been lucky that (as far as is known) EZProxy is not widely used as a platform for system compromise, probably because other targets are softer.

    Looking into the future, it's important to note that new web browser APIs, such as service workers, are requiring secure channels. As publishers begin to make use these API's, it's likely that EZProxy's rewriting will unrepairably break new features.

So RA21 is an effort to replace IP authentication with something better. Unfortunately, the discussions around RA21 have been muddled because it's being approached as if RA21 is a product design, complete with use cases, technology pilots, and abstract specifications. But really, RA21 isn't a technology, or a product. It's a relationship that's being negotiated.

What does it mean that RA21 is a relationship? At its core, the authentication function is an expression of trust between publishers, libraries and users. Publishers need to trust libraries to "authenticate" the users for whom the content is licensed. Libraries need to trust users that the content won't be used in violation of their licenses. So for example, users are trusted keep their passwords secret. Publishers also have obligations in the relationship, but the trust expressed by IP authentication flows entirely in one direction.

I believe that IP Authentication and EZProxy have hung around so long because they have accurately represented the bilateral, asymmetric relationships of trust between users, libraries, and publishers. Shibboleth and its kin imperfectly insert faceless "Federations" into this relationship while introducing considerable cost and inconvenience.

What's happening is that publishers are losing trust in libraries' ability to secure IP addresses. This is straining and changing the relationship between libraries and publishers. The erosion of trust is justified, if perhaps ill-informed. RA21 will succeed only if creates and embodies a new trust relationship between libraries, publishers, and their users. Where RA21 fails, solutions from Google/Twitter/Facebook will succeed. Or, heaven help us, Snapchat.

Whatever RA21 turns out to be, it will add capability to the user authentication environment. IP authentication won't go away quickly - in fact the shortest path to RA21 adoption is to slide it in as a layer on top of EZProxy's IP authentication. But capability can be good or bad for parties in a relationship. An RA21 beholden to publishers alone will inevitably be used for their advantage. For libraries concerned with privacy, the scariest prospect is that publishers could require personal information as a condition for access. Libraries don't trust that publishers won't violate user privacy, nor should they, considering how most of their websites are rife with advertising trackers.

It needn't be that way. RA21 can succeed by aligning its mission with that of libraries and earning their trust. It can start by equalizing representation on its steering committee between libraries and publishers (currently there are 3 libraries, 9 publishers, and 5 other organizations represented; all three of the co-chairs represent STEM publishers.) The current representation of libraries omits large swaths of libraries needing licensed resources. MIT, with its Class A huge IP address block, has little in common with my public library, the local hospital, or our community colleges. RA21 has no representation of Asia, Africa, or South America, even on the so-called "outreach" committee. The infrastructure that RA21 ushers in could exert a great deal of power; it will need to do so wisely for all to benefit.

Book Chapter on "Digital Advertising in Libraries"

I've written a chapter for a book, edited by Peter Fernandez and Kelly Tilton, to be published by ACRL. The book is tentatively titled Applying Library Values to Emerging Technology: Tips and Techniques for Advancing within Your Mission.

Digital Advertising in Libraries: or... How Libraries are Assisting the Ecosystem that Pays for Fake News

To understand the danger that digital advertising poses to user privacy in libraries, you first have to understand how websites of all stripes make money. And to understand that, you have to understand how advertising works on the Internet today.


The goal of advertising is simple and is quite similar to that of libraries. Advertisers want to provide information, narratives, and motivations to potential customers, in the hope that business and revenue will result. The challenge for advertisers has always been to figure out how to present the right information to the right reader at the right time. Since libraries are popular sources of information, they have long provided a useful context for many types of ads. Where better to place an ad for a new romance novel than at the end of a similar romance novel? Where better to advertise a new industrial vacuum pump but in the Journal of Vacuum Science and Technology? These types of ads have long existed without problems in printed library resources. In many cases the advertising, archived in libraries, provides a unique view into cultural history. In theory at least, the advertising revenue lowers the acquisition costs for resources that include the advertising.

On the Internet, advertising has evolved into a powerful revenue engine for free resources because of digital systems that efficiently match advertising to readers. Google's Adwords service is an example of such a system. Advertisers can target text-based ads to users based on their search terms, and they only have to pay if the user clicks on their ad. Google decides which ad to show by optimizing revenue—the price that the advertiser has bid times the rate at which the ad is clicked on. In 2016, Search Engine Watch reported that some search terms were selling for almost a thousand dollars per click. [Chris Lake, “The most expensive 100 Google Adwords keywords in the US,” Search Engine Watch (May 31, 2016).] Other types of advertising, such as display ads, video ads, and content ads, are placed by online advertising networks. In 2016, advertisers were projected to spend almost $75 billion on display ads; [Ingrid Lunden, “Internet Ad Spend To Reach $121B In 2014, 23% Of $537B Total Ad Spend, Ad Tech Boosts Display,” TechCrunch, (April 27, 2014).] Google's Doubleclick network alone is found on over a million websites. Matching a user to a display ad is more difficult than search-driven ads. Without a search term to indicate what the user wants, the ad networks need demographic information about the user. Different ads (at different prices) can be shown to an eighteen-year-old white male resident of Tennessee interested in sports and a sixty-year-old black woman from Chicago interested in fashion, or a pregnant thirty-year-old woman anywhere. To earn a premium price on ad placements, the ad networks need to know as much as possible about the users: age, race, sex, ethnicity, where they live, what they read, what they buy, who they voted for. Luckily for the ad networks, this sort of demographic information is readily available, thank to user tracking.

Internet users are tracked using cookies. Typically, an invisible image element, sometimes called a "web bug," is place on the web page. When the page is loaded, the user's web browser requests the web bug from the tracking company. The first time the tracking company sees a user, a cookie with a unique ID is set. From then on, the tracking company can record the user's web usage for every website that is cooperating with the tracking company. This record of website visits can be mined to extract demographic information about the user. A weather website can tell the tracking company where the user is. A visit to a fashion blog can indicate a user's gender and age. A purchase of scent-free lotion can indicate a user's pregnancy. [Charles Duhigg, “How Companies Learn Your Secrets,” The New York Times Magazine, (February 16, 2012).] The more information collected about a user, the more valuable a tracking company's data will be to an ad network.

Many websites unknowingly place web bugs from tracking companies on their websites, even when they don't place adverting themselves. Companies active in the tracking business include AddThis, ShareThis, and Disqus, who provide functionality to websites in exchange for website placement. Other companies, such as Facebook, Twitter, and Google similarly track users to benefit their own advertising networks. Services provided by these companies are often placed on library websites. For example, Facebook’s “like” button is a tracker that records user visits to pages offering users the opportunity to “like” a webpage. Google’s “Analytics” service helps many libraries understand the usage of their websites, but is often configured to collect demographic information using web bugs from Google’s DoubleClick service.  [“How to Enable/Disable Privacy Protection in Google Analytics (It's Easy to Get Wrong!)” Go To Hellman (February 2, 2017).]

Cookies are not the only way that users are tracked. One problem that advertisers have with cookies is that they are restricted to a single browser. If a user has an iPhone, the ID cookie on the iPhone will be different from the cookie on the user's laptop, and the user will look like two separate users. Advanced tracking networks are able to connect these two cookies by matching browsing patterns. For example, if two different cookies track their users to a few low-traffic websites, chances are that the two cookies are tracking the same user. Another problem for advertisers occurs when a user flushes their cookies. The dead tracking ID can be revived by using "fingerprinting" techniques that depend on the details of browser configurations. DOI] Websites like Google, Facebook, and Twitter are able to connect tracking IDs across devices based on logins. 

Once a demographic profile for a user has been built up, the tracking profile can be used for a variety of ad-targeting strategies. One very visible strategy is "remarketing." If you've ever visited a product page on an e-commerce site, only to be followed around the Internet by advertising for that product, you've been the target of cookie-based remarketing.

Ad targeting is generally tolerated because it personalizes the user's experience of the web. Men, for the most part, prefer not to be targeted with ads for women’s products. An ad for a local merchant in New Jersey is wasted on a user in California. Prices in pounds sterling don't make sense to users in Nevada. Most advertisers and advertising networks take care not to base their ad targeting on sensitive demographic attributes such as race, religion, or sexual orientation, or at least they try not to be too noticeable when they do it.

The advertising network ecosystem is a huge benefit to content publishers. A high traffic website has no need of a sales staff—all they need to do is be accepted by the ad networks and draw users who either have favorable demographics or who click on a lot of ads. The advertisers often don't care about what websites their advertising dollars support. Advertisers also don't really care about the identity of the users, as long as they can target ads to them. The ad networks don't want information that can be traced to a particular user, such as email address, name or home address. This type of information is often subject to legal regulations that would prevent exchange or retention of the information they gather, and the terms of use and so-called privacy policies of the tracking companies are careful to specify that they do not capture personally identifiable information. Nonetheless, in the hands of law enforcement, an espionage agency, or a criminal enterprise, the barrier against linking a tracking ID to the real-world identity of a user is almost non-existent.

The amount of information exposed to advertising networks by tracking bugs is staggering. When a user activates a web tracker, the full URL of the referring page is typically revealed. The user's IP address, operating system, and browser type is sent along with a simple tracker; the JavaScript trackers that place ads typically send more detailed information.  It should be noted that any advertising enterprise requires a significant amount of user information collection; ad networks must guard against click-jacking, artificial users, botnet activity and other types of fraud. Breitbart.com is a good example of a content site supported by advertising placed through advertising networks. A recent visit to the Breitbart home page turned up 19 advertising trackers, as characterized by Ghostery: [Ghostery is a browser plugin that can identify and block the trackers on a webpage.]

While some of these will be familiar to library professionals, most of them are probably completely unknown, or at least their role in the advertising industry may be unknown. Amazon, Facebook and Google are the recognizable names on this list; each of them gathers demographic and transactional data about users of libraries and publishers. AddThis, for example, is a widget provider often found on library and publishing sites. They don't place ads themselves, but rather, they help to collect demographic data about users. When a library or publisher places the AddThis widget on their website, they allow AddThis to collect demographic information that benefits the entire advertising ecosystem. For example, a visitor to a medical journal might be marked as a target for particularly lucrative pharmaceutical advertising.

Another tracker found on Breitbart is Taboola. Taboola is responsible for the "sponsored content" links found even on reputable websites like Slate or 538.com. Taboola links go to content that is charitably described as clickbait and is often disparaged as "fake news." The reason for this is that these sites, having paid for advertising, have to sell even more click-driven advertising. Because of its links to the Trump Administration, Breitbart has been the subject of attempts to pressure advertisers to stop putting advertising on the site.  A Twitter account for "Sleeping Giants" has been encouraging activists to ask businesses to block Breitbart from placing their ads. [Osita Nwanevu, “‘Sleeping Giants’ Is Borrowing Gamergate’s Tactics to Attack Breitbart,” Slate, December 14, 2016.] While several companies have blocked Breitbart in response to this pressure, most companies remain unaware of how their advertising gets placed, or that they can block such advertising. [Pagan Kennedy, “How to Destroy the Business Model of Breitbart and Fake News,” The New York Times (January 7, 2017).] 

I'm particularly concerned about the medical journals that participate in advertising networks. Imagine that someone is researching clinical trials for a deadly disease. A smart insurance company could target such users with ads that mark them for higher premiums. A pharmaceutical company could use advertising targeting researchers at competing companies to find clues about their research directions. Most journal users (and probably most journal publishers) don't realize how easily online ads can be used to gather intelligence as well as to sell products.

It's important to note that reputable advertising networks take user privacy very seriously, as their businesses depend on user acquiescence. Google offers users a variety of tools to "personalize their ad experience." [If you’re logged into Google, the advertising settings applied when you browse can be viewed and modified.] Many of the advertising networks pledge to adhere to the guidance of the "Network Advertising Initiative" [The NAI Code and Enforcement Program: An Overview,”],  an industry group.  However, the competition in the web-advertising ecosystem is intense, and there is little transparency about enforcement of the guidance. Advertising networks have been shown to spread security vulnerabilities and other types of malware when they allow JavaScript in advertising payloads. Given the current environment, it's incumbent on libraries and the publishing industry to understand and evaluate their participation in the advertising network ecosystem. In the following sections, I discuss the extent of current participation in the advertising ecosystem by libraries, publishers, and aggregators serving the library industry.

Publishers

Advertising is a significant income stream for many publishers providing content to libraries. For example, the Massachusetts Medical Society, publisher of the New England Journal of Medicine, takes in about $25 million per year in advertising revenue. Outside of medical and pharmaceutical publishing, advertising is much less common. However, advertising networks are pervasive in research journals.

In 2015, I surveyed the websites of twenty of the top research journals and found that sixteen of the top twenty journals placed ad network trackers on their websites. [“16 of the Top 20 Research Journals Let Ad Networks Spy on Their Readers,” Go To Hellman (March 12, 2015). ]
Recently, I revisited the twenty journals to see if there had been any improvement. Most of the journals I examined had added tracking on their websites. The New England Journal of Medicine, which employed the most intense reader tracking of the twenty, is now even more intense, with nineteen trackers on a web page that had "only" fourteen trackers two years ago. [“Reader Privacy for Research Journals is Getting Worse,” Go To Hellman (March 22, 2017). ] Intense tracking is not confined to subscription-based health science journals; I have found trackers on open access journals, economics journals, even on journals covering library science and literary studies.

It's not entirely clear why some of these publishers allow advertising trackers on their websites, because in many cases, there is no advertising. Perhaps they don’t realize the impact of tracking on reader privacy. Certainly, publishers that rely on advertising revenue need to carefully audit their advertising networks and the sorts of advertising that comes through them. The privacy commitments these partners make need to be consistent with the privacy assurances made by the publishers themselves. For publishers who value reader privacy and don't earn significant amounts from advertising, there's simply no good reason for them to continue to allow tracking by ad networks.

Vendors

The library automation industry has slowly become aware of how the systems it provides can be misused to compromise library patron privacy. For example, I have pointed out that cover images presented by catalog systems were leaking search data to Amazon, which has resulted in software changes by at least one systems vendor. [“How to Check if Your Library is Leaking Catalog Searches to Amazon,” Go To Hellman (December 22, 2016).] These systems are technically complex, and systems managers in libraries are rarely trained in web privacy assessment. Development processes need to include privacy assessments at both component and system levels.

Libraries

There is a mismatch between what libraries want to do to protect patron privacy and what they are able to do. Even when large amounts of money are at stake, there is often little leverage for a library to change the way a publisher delivers advertising bearing content. Nonetheless, together with cooperating IT and legal services, libraries have many privacy-protecting options at their disposal. 
  1. Use aggregators for journal content rather than the publisher sites. Many journals are available on multiple platforms, and platforms marketed to libraries often strip advertising and advertising trackers from the journal content. Reader privacy should be an important consideration in selecting platforms and platform content.
  2. Promote the use of privacy technologies. Privacy Badger is an open-source browser plugin that knows about, and blocks tracking of, users. Similar tools include uBlock Origin, and the aforementioned Ghostery.
  3. Use proxy-servers. Re-writing proxy servers such as EZProxy are typically deployed to serve content to remote users, but they can also be configured to remove trackers, or to forcibly expire tracking cookies. This is rarely done, as far as I am aware.
  4. Strip advertising and trackers at the network level. A more aggressive approach is to enforce privacy by blocking tracker websites at the network level. Because this can be intrusive (it affects subscribed content and unsubscribed content equally) it's appropriate mostly for corporate environments where competitive-intelligence espionage is a concern.
  5. Ask for disclosure and notification. During licensing negotiations, ask the vendor or publisher to provide a list of all third parties who might have access to patron clickstream data. Ask to be notified if the list changes. Put these requests into requests for proposals. Sunlight is a good disinfectant.
  6. Join together with others in the library and publishing industry to set out best practices for advertising in web resources.

Conclusion

The widespread infusion of the digital advertising ecosystem into library environments presents a new set of challenges to the values that have been at the core of the library profession. Advertising trackers introduce privacy breaches into the library environment and help to sustain an information-delivery channel that operates without the values grounding that has earned libraries and librarians a deep reserve of trust from users. The infusion has come about through a combination of commercial interest in user demographics, consumer apathy about privacy, and general lack of understanding of a complex technology environment. The entire information industry needs to develop understanding of that environment so that it can grow and evolve to serve users first, not the advertisers.

Libraries are Giving Away the User-Privacy Store

AddThis makes some really nice widgets. Here are some for sharing this blogpost:

ShareThis is another company that does pretty much the same thing. Their share buttons are down at the end of the post. AddThis is bigger. It provides "behavioral, contextual, and interest based data that spans across hundreds of content categories and topics, reaching 1.7 billion uniques a month."

The widgets help users share your content. At the same time, AddThis and ShareThis widgets help a publisher figure out who is sharing what, while distributing the content into other websites. To do this, they track users, see what sort of web sites they like. They can also work with advertising networks to improve the relevancy of ads shown to users. The user tracking works by setting user cookies, or "web beacons" that enable the tracking of users across websites. In the case of AddThis, users are also tracked using "Canvas Fingerprinting", a technique that works even when a user blocks cookie tracking. ProPublica recently wrote about this technology, calling it the "Online Tracking Device that's Nearly Impossible to Block".

Here's what the ShareThis Privacy Policy says:
In some cases, if you have chosen to make PII (like your name) publicly available through third party sites like social networks, we may seek your consent to use that PII in connection with services we offer in conjunction with our partners. We will not disclose your PII without your consent.
We and our publisher, advertiser and ad network partners also use this data for other related purposes (for example, to do research regarding the results of our online advertising campaigns or to better understand the interests or activities of users of the ShareThis Services).
Similarly, AddThis says:
When an End User downloads a page that contains an AddThis Button, we may deploy a cookie on our own behalf or on behalf of our data partners, to record information about how an End User uses the web, such as the web search that landed the End User on a particular page or categories of the End User's interests. We may use the Data to target advertising toward the End User or authorize others to do the same. 
Many websites are using Google Analytics to measure usage; they let Google track their users in the same way (the website I run, Unglue.it, uses Google Analytics). However, the Analytics terms of service seem not to allow Google to share the collected data as freely as AddThis and ShareThis do.

Both AddThis and ShareThis assert in the legal terms that they mustn't collect usage information from children, so if children use your site, you're not supposed to use these services. Google Analytics does not have this restriction, which presumably means they can't use their data to advertise to children.

Together with "Cookie Syncing" and "Evercookies", the cumulative effect of all this tracking is that website users can be pretty comprehensively tracked, and if need be, identified, whether they like it or not. In exchange for deploying the trackers, websites get access to the valuable pool of information about their users.

Matt Mullenweg (of WordPress) has an interesting perspective:
services like AddThis and ShareThis will always spy on and tag your audience when you use their widgets, and you should avoid them if you care about that sort of thing.
This puts libraries in somewhat of a quandary. Traditionally, libraries have been havens of privacy for their users. Librarians have famously gone to jail for their refusal to turn over circulation records to law enforcement. But it seems that libraries are not much protecting their users from the sort of information gathering done by AddThis, ShareThis, and Google. For example, New York Public Library uses Google Analytics and ShareThis. OCLC and Worldcat use AddThis. My own public library catalog (hosted by BCCLS)  sets cookies for AddThis. I suppose they don't consider that their websites could be directed at children. Even the American Library Association's webpage extolling the important of privacy in libraries makes use of Google Analytics. (ironically, the link to a website privacy policy is broken on that page!)

It's true that these trackers are very common- even WhiteHouse.gov has employed AddThis buttons. But it seems to me that if libraries still think that user privacy is valuable  in this age of social media, they need to rethink out their use of web user tracking companies. What disturbs me most is there hasn't been much public discussion about the future role of privacy in library websites, even as it's rapidly being lost.

Update (Aug 15): AddThis says they're not using canvas fingerprinting and have terminated their test of it. I don't think this really changes the cost/benefit analysis for libraries. It remains true that libraries that use AddThis or ShareThis are allowing a third party to track their patrons' catalog browsing (not just their social sharing), under terms which permit the companies to use the data for advertising purposes. Use of Google Analytics allows Google to do the same tracking, but does not appear to permit use for advertising. Either way, libraries need to make informed choices and communicate those choices to their users. Same for Facebook "Like" buttons. Commercial sites, obviously, have different priorities and responsibilities.

Libraries Happen

Michael Scotto's Just Flash is a children's book about a strange animal trying to figure out its identity.
Flash is the only animal of his kind, but he wishes he could just belong to a pack like everyone else at the zoo. He first tries to become another animal, in order to fit in. He tries to be a giraffe; he tries to be a gazelle; he even tries to be a zebra. Along the way, though, Flash realizes that it's more rewarding to be himself – no more, no less.
Libraries and librarians crossing over from print to digital must feel a lot like Flash. Even newly born entities like the Digital Public Library of America (DPLA) are finding themselves in an awkward period of not knowing what they should be.

I was a guest at a recent DPLA "Audience and Participation Work Stream" meeting that brought together participants with a variety of perspectives and experience, but joined by a deep concern for the future of libraries. We met at the Dallas Public Library, just after the American Library Association's Midwinter Meeting at the nearby Convention Center. Our charge was to help articulate "why we need a public library when it's all on the web" and suggest how to attract involvement from all types of libraries.

The DPLA has the incredibly difficult task ahead. It must weave together many distinctive strands of activity emerging from a strong but inchoate desire for the missions of libraries to continue in new more powerful ways.  It's encouraging to me that the DPLA leadership is spending a lot of time learning about the needs and desires of diverse communities. But I think that sometimes our understanding of what libraries are today holds us back from seeing what the library movement could be tomorrow. Separating the essential from the institutional manifestation is not always easy to do.

During my time in Dallas, I had the fortune to witness a "library" happening in its purest, most human form.

YALSA is one of the American Library Association's many incomprehensible abbreviations. YALSA stands for the Young Adult Library Services Association. I don't really know much about what YALSA does, but on the Sunday exhibit floor of the ALA meeting, I saw more than one group of teenagers roaming the exhibits wearing YALSA T-shirts. On the way back to my Dallas hotel, I shared a subway train car with one of these groups. I started chatting with two of the teens. It seems that the librarian at their suburban Dallas high school had organized their expedition. The teens had made off with huge bags full of books courtesy of the exhibit vendors.

Sitting on the other side of the train car was a Hispanic family- a young mother, her daughter of perhaps 6 years, and an older man who was probably the girl's grandfather. The little girl was reading what appeared to be a fast food restaurant placemat, but it didn't seem to interest her much. The YALSA teen next to me noticed. She asked the mother, "Are you going a long way on the train? I have some books here she might like." And out of the bag appeared a copy of Just Flash. The girl's eyes lit up. For the next 20 minutes I watched the girl enchanted by an illustrated story that had appeared as if by miracle, chosen specifically for her. As I got off the train, a second book was emerging from the teen's bag.

I don't know what sort of animal libraries will evolve into. Maybe librarians will ride trains with mega-book digital libraries on memory sticks for kids who need them. Maybe restaurant placemats be ultra-cheap reading devices. Whatever stripes it wears or what name it answers to, the simple act of letting a book bring joy and wonderment to a little girl will define what a library must be, no more, no less.

The DPLA Muster

Battle flags never made sense to me. "Why give your opponents something to shoot at?", was my thinking. As if soldiers with deadly weapon would bother rally to a flimsy piece of cloth. An idea. What's powerful about that?

Friday, I attended the plenary session that launched the Digital Public Library of America (DPLA) at the National Archives in Washington DC. (with 300 others!) When it started early this year, I was pretty skeptical of the DPLA. It had no discernible plan of action, no coherent vision for the future of libraries, no business model, not even an awareness of how impossible its dream really was. All they had was... a battle flag, and a figurative one, at that.

What I saw was the power of a battle flag. John Palfrey and a cabal of Harvard academics have forged a movement from the fire of frustrated librarians, archivists, and information professionals who have recognized that a lot of the present system is broken and going nowhere fast. They sent out a call for help, and amazingly enough, that call was answered.

Although the news of the day centered around $2.5 million grants from Sloan Foundation and the Arcadia Fund, and promises of cooperation from Europeana and the British Library, I was most encouraged by the presentations in the afternoon, from people who actually build stuff.

At Gluejar, we've been struggling with the difficulty of presenting collections of books to Internet users in a meaningful and effective way. The typical UI of a book site is pretty lame. If the site goes beyond bland lists, it may try for a "bookshelf" view. The problem is that a bookshelf can only present 50 books or so, and a decent library will have 100,000 or even a million things to display.

The most elaborated UI experiment latched on to DPLA was ShelfLife from the Harvard Library Innovation Lab. It presents books as an "infinite bookshelf" arranged vertically to best display titles on the spines. It clings to the physicality of books by using thickness to represent the number of pages in the book, and uses the height of the book to show... the height of a book. It sounds stupid, but works a lot better than you might think. Go try it.

Bookworm was another interesting demonstration, from the people who brought you Google NGram Viewer. Using the less-restricted data from OpenLibrary, Bookworm allows you to examine subject heading occurrence as a function of time, and uses this visualization as a way to expose lists of book records. Very cool, but I felt like it was a fun toy for a job that wants a ear-splitting power tool.

The enthusiastic reception for these and other projects, which seemed to come out of the woodwork in response to the DPLA call to action, convinced me that DPLA is much more than a pitch for foundation funding. The library world, and the academic community that relies on libraries, is hungering for innovation and experimentation to show the way out of ebook purgatory.

So go for it, DPLA. There will be content of all sorts from libraries, museums, and the like for you to organize. Internet Archive, Hathi Trust and others will push the boundaries on book digitization and distribution. Gluejar will do its best to stock your shelves with unglued books that people care about. My advice: do some small things well and the big things will follow. That's what battle flags are all about.

Library Journal: Explosive Change in the Library

As the library staff collected across the street at their designated meeting spot, they heard a loud noise and saw a smoking manhole cover in front of them pop. Later, they found that an underground explosion had lifted and broken a concrete floor of the library, buckling walls and blowing doors off their hinges.
The latest news on the Morristown library is that the local power company, whose lines were probably the cause of the explosion, can't figure out how to get a new connection wired, causing further delay to the reopening.

After writing this piece, it occurred to me that there ought to be established an "Emergency Response Digital Public Library" that could be deployed wherever and whenever needed. A library that experiences a loss by fire, flood or other disaster such as Morristown's has enough work on its hands in trying to clean up the mess and to re-establish service to be able to provide for all of its community's library needs. A large number of libraries on the gulf coast simply closed in the wake of Hurricane Katrina.

Certainly many publishers would be willing to provide free licenses to content is such situations- not only would it generate good will, but it would expose audiences to all the good stuff they have to offer. In fact, aggregators such as EBSCO and Proquest have made content available this way; but to my knowledge, there's not been a library organization to organize and promote the content for patrons of libraries that have experienced disaster loss. The Health Library for Disasters is a good example of what's posssible, though with a much narrower focus.

An additional benefit of establishing an emergency response digital public library would be that it could serve as a laboratory for libraries as they make their own transitions into digital information. Extensive "instrumentation" and careful compilation of statistics and usage patterns could be used to improve non-emergency digital libraries.

Too often, people are willing to donate money to relief efforts when a disaster occurs, but the infrastructure needed to absorb that aid doesn't exist. Modest expenditures on preparation before a disaster occurs can greatly increase the effectiveness of that aid. It seems to me that a broad-based digital library would be a useful part of that preparation.
